Welcome
to the 2008 Virginia Championship Series. The season begins with
the first State Qualifier on April 5, 2008 at NOVA BMX in Woodbridge
and concludes with the State Final Event on October 18, 2008 at Richmond
BMX in Richmond. During the Championship Series, races will be held
at each of the local tracks throughout Virginia. The State Champion
in each age and proficiency level will be determined at the State Championship
Final Event. Qualified racers will be invited to the Presidents
Cup Competition to represent the State of Virginia.

REGISTRATION
ENTRY FEES
" Entry fees will be accepted in the form of cash, check, or money
order.
" Qualifiers are $20.00
" Championship is $35.00
" The first four (4) state qualifiers raced are $20.00 each. Riders
competing in four (4) qualifiers can race qualifier five (5) for free.
(Rider must pay for four qualifiers to get the fifth one free.)

TIMES AND LOCATIONS ARE SUBJECT TO CHANGE. It is the individual responsibility
of parents and riders to visit the VABMX Web site for changes and updates.
Although every effort will be made to inform riders of changes, VABMX
and Track Directors are not responsible for notification of schedule
changes.
Rider Awards,
Eligibility, & Qualifications
AWARDS
" The VABMX 2008 State Series Plaque will be awarded to each rider
upon completion of their 1st Qualifier of the season. At each subsequent
race, the rider will be given a finish place plate representing the
finish of the day to put on the series plaque. It is the responsibility
of each rider to pick these up within 30 minutes of race completion.
" All riders that meet the full qualification criteria and race
in the Championship will be awarded the VABMX State Jersey, a trophy
for the series, and the VABMX Number Plate with the number indicating
their overall finish in the VABMX State Series.
" All riders earning a VABMX State Series Plate Number from 1st
through 15th will be invited to represent the State of Virginia at the
President's Cup Competition.
" Jersey presentation will be before the President's Cup Competition.
" Any NBL racer can race in the Championship Final Event. Those
who do not meet the 2008 VABMX State Series Qualifications will receive
the Trophy of the Day. (Trophy of the day will not be awarded to those
receiving series trophies).
QUALIFICATIONS
" Full qualification in the VABMX 2008 State Championship Series
requires all riders to participate in a minimum of 3 out of 5 VABMX
State Qualifiers.
" A rider accumulating more than the required number of races will
carry points from the best 3 races into the State Championship.
" Points for the State Championship Final Event will contribute
toward the rider's State Championship point total.
" Points will be scored using the NBL's "Local Award Point
Chart" with double points contribution to the state standings.
" Riders whose first registration with the NBL occurs during the
VABMX qualification season are encouraged to fully qualify for the series.
See the VABMX "New Rider" program for alternative qualifications
and awards if full qualification is not otherwise feasible.
PROFICIENCY
UPGRADES
" All riders that experience a proficiency upgrade must inform
the Clerk of Course. If it is determined that a rider knowingly races
in the wrong proficiency, the rider will beimmediately reclassified.
Points will be taken away from all races where the rider raced in the
wrong proficiency.
" There will be no freeze date for the State Series. It is the
responsibility of the rider and/or parent to ensure that proficiency
updates are reported to the Clerk of Course and are properly noted on
moto sheets. It is not the responsibility of the State Commissioner
of the Clerk of Course.
" The State Officials will enforce the rules set forth in Chapter
15 of the NBL 2008 Official Rules of Competition.
NEW
RIDER PROGRAM
"
New Rider eligibility applies to any NBL proficiency class based on
registration date. Any new riders joining the NBL for the first time
in any class or proficiency after April 5, 2008 (the date of the fist
State Qualifier) can still qualify for selected VABMX State Series awards
listed below. Riders who join the NBL after July 27, 2008 (the date
of the last State Qualifier) are not eligible for additional 2008 awards
but would be eligible for applicable State Championship Event awards
as referenced in that section. Riders who fully qualify in the standard
VABMX State Series program will earn awards per the standard section
regardless of New Rider status or registration date.

New Rider Awards:
o New Riders participating in at least two (2) State Qualifiers and
the State Championship will earn a VABMX State Champion Jersey, a trophy
for the series, and a State Number Plate.
o New Riders
participating in only one (1) State Qualifier and the State Championship
will earn a trophy for the series and the VABMX State Number Plate.
New Riders meeting this level may purchase the State Champion Jersey
in the initial Jersey Order.
o Points
will be counted for all races as earned and will contribute towards
the State Championship standings as referenced in the Awards section
of the 2008 Virginia BMX State Series Program. Keep in mind that New
Riders who earn points for one or two State Qualifier races will be
ranked behind riders who fully qualify even if their point totals are
higher than fully qualified riders.
o New Riders
earning a number from 1 through 15 in their age and proficiency class
and meeting all minimum NBL requirements will be invited to the President's
Cup Competition. Other President's Cup information is referenced in
the Awards section of the 2008 Virginia BMX State Series Program.

New Riders must race in the State Championship Final Event to receive
any of the above mentioned items.
"
All State Championship Final Event riders will receive a Trophy of the
Day.
NBL
RULES
" NBL rules will be strictly enforced. All participants at any
sanctioned event, as well as those in their company, are expected to
conduct themselves in a sportsmanlike manner. Riders may be penalized,
and even suspended, for failure to meet those standards.
" Per Chapter 16 of the NBL 2008 Official Rules of Competition:
"Sandbagging will not be tolerated. If any Rookie or Novice rider
is determined by the officials to have intentionally avoided getting
a move up award towards advancement to the higher proficiency, he or
she will be moved to last place and awarded two move up awards for that
race. The referee can recommend the rider being moved to the higher
proficiency."
" NBL requires a minimum of two local races (single point, double
point, or Warnicke race, but not including National Prerace, National,
Regional, or State Qualifiers) be completed to be allowed to race in
the President's Cup. Local race events counting toward this criteria
must be completed from January 1, 2008 through the day of the State
Championship Final Event. The points at these races will not factor
into the state series.
" President's Cup participation requires wearing the Virginia State
Jersey and use of a 3-digit "NBL Number" plate.
ADDITIONAL
RULES
" State Championship Ranking may be displayed by the rider earning
the points in the earned class on any Virginia Track in State and Local
races following the State Championship. Should the rider advance in
age or proficiency, the number is still authorized to use in the new
class. State Ranking is relinquished at the conclusion of the new States
Championship Series Final Championship Event.
" Any rider using the Virginia State Series ranking number at any
Virginia Track in the State must use the Virginia State Series Championship
Final Event Number plate awarded by the state.
" The Virginia State Commissioner and the Virginia State Board
may establish criteria to fill President's Cup Competition positions
below those of the Fully Qualified State Champions. This criteria must
be consistent with current NBL policies which currently require participation
in at least two local races, participation in the state series, and
competing in the State Championship. Refer to the VABMX New Rider Program
for one example of these alternate rules.
Award
Purchases
" The Virginia State Commissioner and the Virginia State Board
will make available any excess Jerseys, Number Plates, and other suitable
award items to riders including those who did not otherwise earn such
awards. The rider may purchase these items at a price determined by
the board, generally set at or near the cost of the item including expenses.
